The legal way to list flavor oils, is simply to state “flavor oil” on your INCI label panel. The FDA doesn’t require the ingredients that comprise the flavoring to be spelled out. If you are certified organic through the USDA you would need to list every ingredient to show that each product is organic as claimed.
